Background
The Integrated Global Greenhouse Gas Information System (IG3IS) is one of the “science-for-services” initiatives of the GAW Programme. IG3IS engages large scientific and practitioner communities to enhance the capacity of WMO member countries and their subnational entities to reduce greenhouse gas (GHG) emissions in targeted areas and track progress toward their reduction goals following consistent methodologies based on the best available science. NASA recognizes the importance of IG3IS and in September 2023 approved a research grant to further advance IG3IS implementation through development of methodologies and publication of good practices for greenhouse gas emission quantification for decision-making at global, national, regional, city scales and for specific sectors. The guidelines on the landscape scale carbon dioxide emissions and removals quantification with the focus on forestry are one of the deliverables under this NASA grant.
Duties and Responsibilities
- Prepare an outline/structure and a list of contents for a planned Good Practice Guidelines for landscape scale carbon dioxide emission observations and monitoring and present outline to the IG3IS steering committee.
- Develop a timeline for writing, reviewing, and publication of the guidelines.
- Working with the expert community, create a writing team and a list of contributors for drafting the Good Practice Guidelines.
- Organize online and/or in person workshops to facilitate the drafting of the document.
- Communicate with the drafting team the intended purpose of the documents, delivery timeline and expected contributions from team members.
- Coordinate the writing team to ensure the drafting is completed in a timely manner, and at sufficient standard.
- Present initial draft to the IG3IS steering committee and incorporate feedback in the document.
- Organize broad community review of the document including workshops, public comment as needed and guided by the IG3IS steering committee.
- Present the final draft to the IG3IS steering committee.
- Submit the document for publication to WMO Secretariat.
- Present the final document through open webinar(s) with the support of the writing team.
Required Skills and Experience
Education:
Master’s degree or equivalent in one of the following disciplines: atmospheric sciences, environmental engineering, meteorology/climate, atmospheric chemistry or physics, agricultural meteorology and related disciplines closely related field. PhD would be an advantage.
Experience:
- At least five years of combined national and international progressively responsible experience in greenhouse gas research.
- Experience in atmospheric composition (greenhouse gases) observations and/or modelling and application at the landscape scale, knowledge of forest/landscape scale greenhouse gas emission monitoring, reporting and evaluation systems and related stakeholder interactions.
- Experience in implementation of international projects or programs and in supporting outreach activities.
Other Requirements:
- Sense of responsibility, flexibility, maturity of judgement, initiative, originality of ideas and ability to work independently and in a team.
- Proven ability to write reports and documents.
- Excellent written and oral communication, interpersonal and analytical skills.
- Some knowledge of the activities of WMO or other United Nations agencies.
- Excellent knowledge of Microsoft Office applications.
- Ability to work in a multicultural environment and foster diversity and team spirit.
Languages:
Excellent knowledge of English (both oral and written). Knowledge of other official languages of WMO would be an advantage.

Duration: 60 days over a period of 12 months
