The National Consultant - Partnerships and Resource Mobilisation Coordinator will support UNFPA Thailand's strategic partnerships and resource mobilisation efforts to advance its mandates in sexual and reproductive health, gender-based violence prevention, and demographic resilience. Purpose of consultancy:

UNFPA is the United Nations sexual and reproductive health agency. The four outcomes in the new UNFPA Strategic Plan (2026-2029) aim to end preventable maternal deaths, the unmet need for family planning, gender-based violence, and all harmful practices globally and addressing demographic change.


In Thailand, UNFPA has worked for more than five decades through rights-based and life-cycle approaches to enhance multi-dimensions of Population and Development with multiple stakeholders including but not limited to Government, CSOs, private sector, Academia, UN agencies, relevant development partners, and media. Within the scope of Sustainable Development (SDGs) and UN Sustainable Development Cooperation Framework (UNSDCF) 2022-2026, UNFPA Thailand has implemented its the 12th country program document (CPD) (2022-2026) which is its strategic framework with the Government to accelerate the progress towards the country’s achievements of its commitments to the International Conference on Population and Development (ICPD) amid population ageing and aged society challenges in the country together with emerging global geopolitical and development landscape change.


In this regard, UNFPA Thailand Country Office (TCO) would like to strategically deepen and expand its partnerships and resource mobilisation efforts to promote UNFPA’s mandates and support Thailand towards demographic resilience along with sustainable
economic and social developments. This includes deepening partnerships with existing partners and establish new strategic partners across sectors for policy changes and resource mobilisation to accelerate the 12 th CPD delivery and lay a foundation for the next 13 th CPD (2027-2031). This will support Thailand to become a high-opportunity society in which vulnerable population groups, including women and girls, LGBTIQ+ community, youth with disabilities, ethnic youth, teen mothers, and older persons, can enjoy rights to sexual health and reproductive health and a life free of gender-based violence so that young people can fulfil their potential and become high-quality human capital to drive Thailand to reach its sustainable development goals.


UNFPA Thailand requires consultancy support to efficiently deliver the mentioned services.

 

Scope of work:

Under the supervision of the Head of Office, the Partnerships and Resource Mobilisation Coordinator will work closely with all members of UNFPA Thailand Country Office and relevant teams of UNFPA Asia-Pacific Regional Office and HQ to support the implementation of the CO’s Partnerships and Resource Mobilisation strategy and plans with details as follows. 

  1. Lead the implementation of Partnerships Strategy Development, implementation, and monitoring
    1. Support the enhancement of UNFPA TCO strategic partnerships to promote its mandates to contribute to the acceleration of Three Zeros achievement, especially innovative partnerships that elevate UNFPA’s support to Thailand from funding to funding and financing.
    2. Support the development, implementation and monitoring of CO’s strategic partnerships strategy in Thailand’s context. This includes provision of proactive support and analytical solution options regarding the strategic and innovative partnerships risks management.
    3. Support the maintenance of existing partners and exploration/identification of new potential partners for both in-kind and financial contribution. This includes but not limited to traditional and innovative development partners i.e. donor countries, government, private sector, IFIs, foundations, CSOs, media, influencers and etc.
    4. Support UNFPA’s position to be the partner of choice on Population and Development areas including SRHR, Youth Empowerment, GBV, Aged Society and other emerging issues through mobilisation of strategic networks to promote UNFPA’s mandates across Thailand.
  2. Resource Mobilisation
    1. Support the transformation of UNFPA Thailand CO’s position from ‘Funding’ to ‘Funding and Financing’ towards the achievement of three Zeros in Thailand through brokering and catalyzing effort from different resources of different partners.
    2. Identify opportunities to secure additional non-core resources and, where appropriate, liaises with relevant UNFPA teams at CO, APRO and HQ for actions, including recommendations on positioning with potential donors; timely follow-up and support the management to meet the agreed target and timeline with the donor(s) on proposal submission, monitoring and reporting.
    3. Provide support to programme managers to prepare high quality and timely concept notes, proposals, donor reports, including the monitoring, consolidation, editing and revision of all required reports on contributions to ensure the quality and relevance of all products aimed for external audiences, in close cooperation with programme and operations teams of the country office.
    4. Research and provide regular updates on donors’ profiles, databases with updated contact details, donors intelligence, interests, and strategic opportunities for UNFPA Thailand. This includes but not limited to traditional and innovative development partners i.e. donor countries, emerging donors, government, private sector, IFIs, foundations, CSOs, media, influencers and etc.
    5. Draft and review of partner-specific Framework Arrangements, Cost Sharing Agreements or other appropriate agreement types as necessary as per UNFPA’s corporate guidance.
    6. Create relevant PRM products, packages and positions to ensure targeted marketing, attract and secure increased resources from donors; contributes to the development of messages and elaboration to strengthen the investment cases for UNFPA Thailand.
  3. Knowledge Management and Knowledge sharing.
    1. Proactively analyze and provide regular advice to Thailand CO’s management on opportunities for Communications, advocacy, Partnerships and Resource mobilisation (PRM). This includes but not limited to analyzing and mapping the existing concept notes or proposals as well as identify work areas to develop new proposals for funding opportunities.
    2. Develop and maintain databases of all relevant documents on Communications, advocacy, Partnerships and Resource mobilisation (PRM) for Thailand Country Office. This includes concept note or proposals for resource mobilisation.
    3. Analyse and share digested information with all CO members on corporate guidance on Communications, advocacy, Partnerships and Resource mobilisation (PRM) including organizing knowledge sharing sessions with all team members on this guidance linking to PRM opportunities.
    4. Perform other duties as required.     
       

 

Duration and working schedule: 1 July 2026 to 31 December 2026 (estimated 60 days)

Output-based deliverables as follows:

  1. End of July 2026: An approved workplan and a monthly analytical report of activities and progress as per the scope of work listed in the ToR including number of new partnerships reached and resources mobilised.
  2. End of August 2026: Monthly analytical report of activities and progress as per the scope of work listed in the ToR including number of new partnerships reached and resources mobilised.
  3. End of September 2026: Monthly analytical report of activities and progress as per the scope of work listed in the ToR including number of new partnerships reached and resources mobilised.
  4. End of October 2026: Monthly analytical report of activities and progress as per the scope of work listed in the ToR including number of new partnerships reached and resources mobilised.
  5. End of November 2026: Monthly analytical report of activities and progress as per the scope of work listed in the ToR including number of new partnerships reached and resources mobilised.
  6. End of December 2026: Final analytical report of key achievements as per the scope of work listed in the ToR including number of new partnerships established and resources mobilised together with lessons learnt and recommendations of way forward to strengthen work results in the future.

 

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

  1. Attend the CO meetings and technical meeting
  2. Regular update on progress with the supervisor.

 

Supervisory arrangements: Head of Office, UNFPA Thailand

 

Expected travel: 2 trips to Chiang Mai and Khon Kaen province, Thailand

 

Required expertise, qualifications and competencies, including language requirements:

Education:  

  • Master's degree in social science, public health, international development, mass communication, economics or related field. 

Knowledge and Experience: 

  • At least two years of experience at the professional level in partnerships, resource mobilisation or policy advocacy.
  • Ability to translate development-related technical work into public-friendly contents is desirable.
  • Extensive knowledge and understanding of UNFPA core mandates on Population and development i.e. SRHR, GBV and aged society in Thailand’s context is required. 
  • Experience working with wide range of partners including but not limited to Government, private sector, CSOs, IFIs and beneficiary groups in Thailand is required.
  • Track records in successful strategic Partnerships and Resource Mobilization i.e. project documents/proposals development and approval, donors’ coordination in both substantive and advocacy components, identification of potential donors and ability to convince them is required.
  • Ability to deliver work independently and harmoniously under tight timeline in a multi-cultural and multi-ethnic team environment while maintaining tact and discretion in all dealings is required.
  • Ability to conceptualize complex and sensitive substantive issues and transform them to public-friendly attractive communication products is a strong advantage.
  • Accountable, good interpersonal, good planning, organizational and multi-tasking skills is highly desirable.  
  • Working experience with UN or multilateral or international organisations is an advantage.    
  • Competent in the usage of computers and office software packages, good knowledge, and experience in handling of web-based management systems.
